The governor system is like a cruise control system in an automobile. It maintains the speed of your lawn mower or outdoor power products. Without a governor, you would need to adjust the throttle manually each time your lawn mower ran across a dense patch of grass or the engine will stall. A governor does the job for you by detecting changes in the load and adjusting the throttle to compensate.
The main difference between the three are how they detect speed. A mechanical governor uses flyweights to create a force based off of crankshaft speed which is balanced by the force of the governor spring. The top engine speed is varied by increasing the spring force to run faster or decreasing the force to run slower. The governor spring wants to open the throttle and the governor tries to close the throttle. The speed-sensing device on a pneumatic governor is a movable air vane, made of metal or plastic.
This small engine part registers the change in air pressure around the spinning flywheel. The pneumatic governor also relies on one or two springs to pull the throttle toward the open position.

As the load lessens and engine speed increases. Air blown by the flywheel also begins to increase, causing the governor blade to pull the throttle plate toward the closed position in its effort to maintain a steady engine speed.
The pneumatic governor design is simpler and parts are easier to access. Cooling fin and air intake cleanliness is very important with pneumatic governors as a change in airflow affects the speed.
See your operator's manual for cleaning of cooling fins as this is very important for proper operation. This system consists of a controller, stepper motor, and in some cases a magnetic pick up. The pick up tells the controller how fast the engine is running and the controller tells the stepper motor to open the throttle more or less to keep the desired speed. In some systems, the controller will read the number of sparks from the armature to know the engine speed instead of using a magnetic pickup.

A governor is a device within an engine that allows it to consistently run at its optimum power. The governor adjusts to changes in terrain, responding by opening or closing the throttle to allow for more or less engine power. But sometimes, a governor can become ill-adjusted and need to be fixed. There are two ways you can tell when your governor needs adjustment and one simple way to fix it. The first is if your engine is consistently running too fast or too slow. The second is if your engine surges or slows dramatically for no apparent reason.
The main reason a governor could require adjustment is simply through use over time. If you suspect your governor does need adjustment, you can inspect it manually. Your machinery must be unplugged while doing this. First, check that the governor spring is attached at both ends and can move freely.
You can check this by pulling the throttle lever gently while the machine is disconnected. If the spring has become detached from the governor or the throttle but is still in good condition, it can be reattached.

If your spring seems to be well-attached and in good condition, yet your governor is not working properly, check the arm of your governor. First, loosen the arm until it is moving freely.
Next, open the throttle to full capacity while making a note of which direction the arm moves in when the throttle moves through it. Once the throttle is fully opened, move the governor shaft in the same direction the governor arm traveled.

There are generally two governor springs that operate the engine throttle and governor, the primary and secondary springs.
The primary governor spring is longer than the secondary spring with a longer end that is oval shaped and a shorter end that is rounded.
How does a small engine governor work?
The secondary governor spring has equal length oval-shaped ends. Unscrew the air filter housing cover screw with a flat-head screwdriver to gain access to the throttle and governor springs. Pull the screw out of the air filter housing and lift the air filter housing free from the top of the carburetor.
Pull the spark plug wire off the spark plug to prevent the engine from accidentally starting when working. Twist the rubber spark plug boot while pulling to free the spark plug boot from the spark plug. Draw a diagram or take a picture of the governor primary and secondary spring locations if the old springs are still attached to help in the installation of the new governor springs. While this is not necessary, it helps to have a reference picture so you can see exactly where each part goes.
Unclip the long oval-shaped end of the primary governor spring from the loop in the governor throttle arm linkage by hand. Unclip the short round end of the primary governor spring from the throttle control lever by hand. The governor primary and secondary springs both clip to the loop in the governor throttle arm linkage. The throttle lever is located on the throttle lever control bracket in front of the carburetor.
Unclip the secondary governor spring end from the loop in the governor throttle arm linkage by hand. Unclip the other end of the governor secondary spring from the stationary tang, located on the throttle lever control bracket. Clip the long oval-shaped end of the new governor primary spring onto the governor throttle arm linkage by hand.
Clip the other short round end of the primary spring into the slot in the throttle control lever. Clip one oval-shaped end of the governor secondary spring into the loop of the governor throttle arm linkage.
Clip the other oval-shaped end of the secondary spring into the hole of the stationary tang, located on the throttle lever control bracket.
Place the air filter housing assembly on the top of the carburetor. Insert the screw into the air filter housing cover and tighten with a flat-head screwdriver. Reconnect the spark plug wire. Avoid installing new governor springs with needle-nosed pliers to prevent stretching the springs, resulting in improper throttle and governor operation.

To replace the governor springs on a Briggs and Stratton petrol lawnmower you will need to simply unhook both springs from the governor flap linkage and unhook them from the opposite end near the carburettor.
Use a small flathead screwdriver if necessary. There are no settings that will stop the springs moving erratically, however, to make the lawnmower run faster you can shorten the throttle spring. This is a fuel. I have seen hundreds of lawnmowers where the governor springs have been tampered with in an attempt to solve the problem. The problem is that the carburettor needs servicing and more than likely a new diaphragm and gasket.

The governor springs are designed to move freely and help the governor maintain the correct speed no matter the terrain or thickness of the grass.
Stopping them from moving is more likely to cause further problems rather than fixing the problem. Think of the governor flap and governor springs as an autopilot system for your lawnmower. They work in conjunction to maintain an even speed no matter what the conditions.
For example, when cutting long grass or cutting on a hillside the governor assembly helps keep the engine at an even speed throughout. Most problems occur when the carburettor and petrol tank has been removed from the lawnmower for servicing and not been put back together properly. Usually, the linkage from the governor flap has not gone through the hole properly, this in turn stops the springs moving freely and often you will find that lawnmowers will run at full speed!
A great tip on the Briggs And Stratton 35 Classic Engine, for example, is to look at the plastic triangular part next to the carburettor, this is where the linkage connects the governor flap to the governor springs. Make sure the linkage is through the hole properly and move the plastic triangular part, it should move freely in a tug of war type way with the governor springs.

The throttle spring is usually the longer of the two. You can either shorten the spring by cutting some off the end or slightly bend the tang that it connects to. Shortening the spring, or stretching further will increase the engine speed. To slow down the engine slightly bend the tab to make the spring have less tension.
If your lawnmower uses a carburettor with a primer bulb the idle speed is set by the governor springs as mentioned previously you can shorten or lengthen the springs to increase or decrease the speed.
